Confronted with the dramatic situation in the Middle East, and following a conference that took place in Dunkirk (France) in December 2002, local authorities from Belgium, France, Greece, Italy, and Spain decided to unite and found a European network of local authorities for a just and sustainable peace in the Middle East.
